Responsibilities of the Position
- Develops cost effective programs to minimize plants impact on environment due to discharges, emissions, and releases.
- Develops and maintains plant environmental plans and procedures to ensure compliance with environmental regulations.
- Investigates noncompliance conditions to determine and eliminate causes.
- Provides regulatory review and interpretation to plant departments.
- Assimilates information for and prepares permit applications.
- Quantifies plant emissions and discharges for reports to agencies. Monitors compliance of permit conditions.
- Assists process and project engineers in design and installation of pollution reduction equipment.
- Assists in preparation and conducting of agency mandated training programs.
- Assists in solid and radiological waste characterization, analysis, and disposal.
- Identifies and pursues opportunities for waste minimization.
- Provides assistance to plant functions in identifying and minimizing release potentials.
- Prepares a number of routine and special environmental reports for submission to agencies, trade associations, and company, such as: discharge Monitoring Reports; Toxic Release Inventories; Solid waste reports.
- Tracks potential legislation and regulations which may impact plant operations.
- Attends national, state, and local trade association activities to remain abreast of and take proactive actions on current regulatory issues.
- Develops responses to agency and trade association surveys and information requests.
Basic Qualifications
- BS in Engineering or equivalent with 5-8 years industrial experience in manufacturing environment.

Divisional Director of Environmental Health & Safety (11/10/08)
Our Client, located in the mid-west, is a multi-million dollar wholly owned subsidiary of a privately held corporation that is a world leader in the design, manufacture and marketing of highly engineered equipment and services sold primarily to customers in the energy industry. The company offers products and services used to produce, transport, process, and distribute oil and gas and their by-products. The parent company is a global business with an established sales presence in over 100 countries with manufacturing or service facilities in over 22 countries. Additionally, the parent organization has historically enjoyed a strong market position and consistently strives to achieve a growth rate higher than the overall markets they serve, thereby gaining market share.
The Director of Environmental Health & Safety will report to the divisional President and is responsible for directing activities in environmental management, occupational safety and health, industrial hygiene, site security and product stewardship in a 1 million sq ft unionized manufacturing facility. The Director of EHS will also interface with the Corporate EHS Director who is located at a headquarter site. The position is responsible for 2 locations in the same community with a combined employee base of approximately 1,000. The Director EHS will directly manage a Safety Coordinator and Environmental & Security Supervisor.
Education and Experience Qualifications:
- Undergraduate degree in environmental science and/or industrial safety/health/Hygiene with a minimum of ten (10) years of professional manufacturing plant level experience; Masters degree a plus
- Must have significant experience with Title V of the Clean Air Act and a detailed understanding of PSD regulations with relevant air modeling knowledge
- Professional certifications highly desirable in lieu of Masters Degree
- Education and experience must clearly indicate the existence of specialized knowledge and successful track record in the initiation, design and implementation and monitoring of critical environment, health and safety programs, functions and equipment
- A demonstrated track record in the planning, development, and implementation of environmental health and safety management systems and effective compliance programs, emergency response and crisis management plans
- A comprehensive knowledge of federal and state environmental, occupational, health and safety, and worker’s compensation laws, rules, and regulations is required
- Must have demonstrative technical competency and managerial and interpersonal skills
- Ability to effectively work with all levels of management as well as bargaining unit employees and corporate departments such as EHS, Law, Human Resources
- Must have excellent organizational and cross functional skills as well as oral and written communication skills
- High proficiency in Microsoft Office applications is required
- Must be self-motivated, and able to make independent, informed, and prioritized decisions
- Must be able to work in both individual and team industrial work settings with minimal supervision; exhibit objectivity and openness to others' views; and recognize accomplishments of other team members

The Director of Environmental Health & Safety will have complete familiarity with and be responsible for the following:
- The main facility is a major source under the Clean Air Act and is in the Prevention of Significant Deterioration Program (PSD). This position works closely with Operations to strategically plan an environmental permitting/compliance assurance strategy that provides maximum operationally flexibility while seeking continual improvement in pollution prevention practices
- Cultivates an injury free workplace by engaging Senior Leadership, Operations and Human Resources to establish and execute a results-oriented EHS accountability program throughout all levels of the organization; presents EHS metrics and trends to the divisional President and VP of Operations; develops additional local metrics as needed to facilitate EHS performance improvements
- Coordinates and directs internal and external resources associated the EHS programs within the division, and is responsible for compliance with all applicable government and Corporate EHS standards
- Implements the Corporate EHS Mission and Objectives, including EHS management systems such as ISO14001 and OSHAS 18001
- Works with facility engineering to pursue energy conservation measures and reduce greenhouse gas emissions; evaluating benefits for banking/trading emission reduction credits
- Monitors relevant state and federal regulatory changes, advising the organization regarding long and short term strategic options for EHS compliance, as well as business opportunity or threat
- Provides 3 year EHS Strategic Plan for the division and updates it annually
- Ensures the cost-effective delivery of required training on EHS topics is appropriate, complete and documented
- Participates in operational change management planning; conducts or facilitates EHS Project Reviews associated with Appropriation Requests
- Establishes and maintains necessary contact with EHS regulatory agencies and professional societies to ensure the highest level of assistance and service for the company
- Works with Corporate EHS and Law Departments to adjust accounting reserves for environmental liabilities (FAS 5) or works with divisional accounting and finance staff to update and adjust Contingent Asset Retirement Obligations (FIN 47), as needed
Success for the Director of EHS in the first year would be measured by this individual’s ability to quickly understand the company’s needs, establish processes and procedures and continuous improvement initiatives throughout the organization.

Corporate EHS Manager - Wind Energy (9/24/08)
Location: Chicago, IL
Our client is a rapidly growing, North American division of an internationally-based company which manufactures, sells, and installs turbine generators, blades and structures used in the wind energy field.
With 300 plus current employees, the division is part of an international organization-a top five wind turbine supplier-with headquarters in Europe and manufacturing facilities throughout the world, including the U.S.
The Manager of Environment, Health, Safety and Security will report to the U.S. Chief Operating Officer and be responsible for managing the operations of the EHSS function throughout the United States. The key deliverable will be to create and implement a comprehensive EHSS plan which will impact employee morale, keep projects on schedule and provide a long term benefit to the company’s earnings. This position will directly supervise 5 safety specialists based remotely throughout the U.S. Up to 50% travel is estimated.
Specific Duties and Responsibilities:
- Establish policies that create a safety culture, develop training and communication to implement the culture within the company.
- Plan, organize and conduct Health & Safety training.
- Insure implementation of Health & Safety procedures through
training, documentation, checklists, employee briefings and site
inspections and audits.

Management /Technical Skills Requirements:
- Must have EHS leadership experience in high hazard risk
oriented environment such as construction, energy/utility, heavy
manufacturing, or refining.
- Experience in leading the development of a company wide EHS
policy, procedure, and metrics program is required.
- Successful experience in leading the development, delivery and
tracking of EHS training sessions with technical or construction
personnel is required. Experience with multiple remote sites is
desired.
- Must be able to define experience in managing a high impact
crisis situation.
- A total of 10 plus years of EHS related experience is needed,
must be active in national safety organizations and be up to date on
current issues and ideas.
- Previous supervisory experience highly desired, must have held
responsibility for EHS unit performance.
- Must be able to travel 50%.
Interpersonal Skills Requirements:
- Must be a leadership oriented driver of change.
- Must be comfortable and effective in communicating with
executives, media, national industry organizations, as well as line employees.
- Excellent written and organizational skills are required.
- Knowledge of PCs/software essential.
