Health and Safety Specialist

CED-DG incorporates high explosives and propellants into small explosive devices. The processes are highly hazardous and require strong safety systems. The H&S Specialist manages the programs that ensure a safe work environment for all employees and compliance to all applicable regulatory requirements.
ESSENTIAL JOB FUNCTION:
1. Establish and strengthen health, safety and industrial/occupational hygiene compliance programs, promoting world class, state-of-the-art safe and healthful work practices for the protection of personnel, physical assets, and production operations.
2. Perform hazard assessments of the energetic material and facility operations for the safety, fire and health hazards they present.
3. Routinely examine operations to recognize and evaluate occupational exposure to chemical and physical agents and ergonomic risks.
4. Apply strategies to identify and quantify hazards, develop practical methods or programs to eliminate or control identified hazards, and coordinate implementation of engineering and administrative controls to reduce hazards/risk and limit occupational exposure in the workplace.
5. Oversee implementation and on-going performance of Process Safety Management (PSM) Program, and provide technical support, coaching and guidance to operations and engineering staff on PSM elements, including but not limited to PHA, MOC, PSSR, etc.
6. Perform training needs assessments and gap analyses based on specific job tasks, duties and roles with respect to hazards and requirements. Provide guidance to develop applicable performance and competency standards for specific jobs and roles with respect to health and safety requirements. Design, coordinate and delivery H&S specific training to meet needs assessments, job analyses and company/regulatory requirements.
7. Develop workplace inspection, audit and assurance program to monitor and report on compliance and behavior expectations for company and regulatory health and safety programs and requirements.
8. Familiar with and proficient in leading incident investigations to include, gathering and preserving evidence, reviewing documentation and records, conducting interviews, directing the investigation team, developing corrective and preventive actions to prevent recurrence and generating final reports. Should also be proficient in applying multiple methodologies and approaches to determine incident causes including but not limited to What if, 5-Whys, Root Cause Analysis, FMEA, Black Box, Bow Tie, Fault Tree, Event Tree, Systematic Cause Analysis, etc.
9. Prepare, revise and update health and safety policies and procedures to meet changes in the organization, operations, processes and regulations.
10. Effectively communicate, advise, guide and coach all levels of the organization on health and safety verbally and in writing.
11. Interpret, implement and verify compliance to all applicable OSHA requirements, with specific emphasis on Electrical Safety, Hot Work, Lockout/Tagout, Machine Guarding, Personal Protective Equipment, Respiratory Protection, Walking and Working Surfaces, Emergencies and Fire Protection, Forklift and Material Handling Safety, Noise Exposure, Toxic/Hazardous Materials and Compressed Gases, Occupational Health and Industrial Hygiene, and Process Safety Management. Assist with interpretation and application of other regulatory requirements as needed or requested, such as NFPA, EPA, DOT, DOE, ATF, and DoD directives (particularly DoD 4145) and applicable state and local H&S requirements.
12. Assist with preparation of health and safety related reports, data, metrics and other information required by the company, regulatory agencies or other governmental or customer requests.
1. Must be eligible to possess explosives under the Safe Explosives Act of 2003 (as amended) as required by the Bureau of Alcohol, Tobacco and Firearms (ATF) for all employees of Chemring Energetic Devices.
2. Applicant must be permanent resident of the United States, allowed to work and travel in the United States.
3. Bachelor of Science in Chemical, Environmental, Safety Engineering, Environmental Management, Physical Sciences, Occupational Safety, Safety Management, Industrial Hygiene, or appropriate and related technical field.
4. 5-7 years of experience, with 3-5 years in a manufacturing environment; energetic or explosives experience desired.
5. Preferred experience managing hazards with explosives and energetic materials
6. Professional certifications are a plus, such as ASP, CSP, CHMM, CIH, etc.
7. Effectively communicate in English, both verbal and written
8. Excellent organizational and multi-tasking skills

9. The noise level in the work environment is usually moderate. However, on some instances this job may require work in areas where ear protection is necessary.
